Best AI Companies in Malta (2026): An Honest Comparison
By Opteia

Full disclosure: Opteia is our company. We've done our best to be fair and accurate about every company on this list — including being honest about our own limitations. Where we claim a competitor does something well, we mean it. Where we think we're the better fit, we've explained why. If anything here is inaccurate, tell us and we'll fix it.
We've researched five of Malta's most prominent AI companies — looking at their actual products, real pricing, team size, client lists, and the kind of work they do — so you can make an informed decision rather than guessing from a website.
The short version
- Opteia — for SMEs that want an always-on AI agent at a fixed monthly price
- Neural AI — for companies that need strategic consulting and grant funding help
- 9HDigital — for large projects that combine AI, web, and brand under one roof
- AIS — for IT infrastructure and smart building systems (not really an AI company)
- Digital Brain — for ambitious, research-heavy custom AI builds in healthcare and smart cities
Why Malta's AI scene matters in 2026
Malta has spent the last few years positioning itself as an AI hub. The government's been pushing digital transformation, EU funding is flowing, and a growing number of local companies now build or deploy AI rather than just resell software.
Five years ago, "AI" in Malta mostly meant hiring a consultant who'd flown in for a week. Now there are local companies that understand Maltese business context — the regulatory environment, the language, the small-market dynamics — and can deliver something that actually works.
But the flip side is that the market is getting crowded, and not every company slapping "AI" on their website is doing genuine AI work. That's exactly why we wrote this comparison.
At a glance: Malta's top AI companies
Opteia — AI agent platform (ABI) for SME operations. €149–249/mo + €500–1,500 setup. Best for ongoing operational AI at predictable cost.
Neural AI — AI consulting, custom builds, chatbot SaaS. Retainer (~$25–49/hr) + SaaS tiers €25–300/mo. 17 specialists. Best for strategy, grant applications, custom builds.
9HDigital — Agency: AI, web, brand. H6 AP-automation product. Project-based (€5K–€50K+). 50+ staff. Best for large digital transformation projects.
AIS — IT infrastructure, smart buildings, HR software. Managed services contracts. 60+ staff (since 1991). Best for IT infrastructure — not AI-first.
Digital Brain — AI consultancy, R&D, healthcare AI systems. Custom project pricing. Best for research-heavy custom AI development.
Opteia — Best for SMEs that want ongoing AI at a predictable monthly cost
Opteia is the company behind ABI — an AI agent platform built specifically for Maltese SMEs. Rather than selling consulting hours, they deploy an AI agent that handles tasks like document processing, customer enquiries, scheduling, reporting, and lead qualification on an ongoing basis. The agent learns your business and keeps running.
Pricing is transparent and subscription-based: €149 to €249 per month, plus a one-time setup fee of €500 to €1,500 depending on complexity. They offer a 30-day free trial, and Malta Chamber of Commerce members can get three months free. You know exactly what you're paying and what you're getting — no open-ended retainers.
What sets Opteia apart is that they run their own company on the product. Day-to-day operations are handled by AIlean, an autonomous AI agent that manages outreach, CRM updates, invoicing, and content. It's not a slide deck claim — it's how the business actually runs. They also own ai-agents-malta.com, which ranks #1 for that search term.
Pros
- Fixed monthly cost — no retainer surprises
- 30-day free trial, no commitment
- Purpose-built for SME operations, not enterprise
- Dogfoods their own AI agent in daily operations
- Malta Chamber partnership — 3 months free for members
Cons
- Younger company — less track record than Neural AI or AIS
- Productised, not fully bespoke — won't fit every edge case
- Smaller team than 9HDigital or AIS
- Not suited for deep research projects or hardware integration
Best for: SMEs that want ongoing AI value — document handling, customer response, scheduling, reporting — at a predictable monthly cost, without hiring a consultant or building an in-house team.
Neural AI — Best for strategic guidance, grant applications, and custom AI builds
Neural AI is the strongest pure-AI consulting firm in Malta. Founded in 2020 by Matthew Galea (Managing Director, BSc AI First Class Honours) and Kurt Abela (Technical Director, PhD in AI from University of Malta, pioneer in Maltese NLP), the company has grown to 17 specialists with 75+ clients and 50+ projects in production.
They've built three proprietary products: chatbot.mt (a SaaS chatbot platform used by 50+ Maltese businesses, pricing from free to €300/mo), Ligi.AI (an AI legal assistant for Maltese law firms), and NeuroMaltese (Maltese-language speech-to-text and NLP). Their client list includes Visit Malta, Jobs Plus, Tipico, Malta Tourism Authority, and Malta Film Commission.
Their standout capability is grant funding expertise. They help Maltese businesses access the government's "Digitalise Your SME" scheme — which offers up to €235,400 in non-repayable grants covering 60% of AI investment costs. If you're trying to fund a digital transformation project through EU or local grants, Neural AI knows that process inside out.
Where they fall short for the typical SME is their engagement model. Custom work is retainer-based (roughly $25–49/hr per Clutch), which means ongoing cost without a fixed ceiling. The consulting relationship works well while it's active, but when the retainer ends, the momentum often does too. For a business that just wants "an AI that handles our operations month after month," that's a structural mismatch.
Pros
- Deep technical team — PhD-level AI expertise
- Strong product portfolio (chatbot.mt, Ligi.AI, NeuroMaltese)
- Excellent grant funding track record (€235K available)
- Government and enterprise client base
- Maltese-language AI capabilities (unique in Malta)
Cons
- Retainer model — costs can escalate without a ceiling
- Custom work has no published pricing
- Dependency: when the retainer ends, momentum stops
- Not designed for ongoing, hands-off operational AI
Best for: Companies that need strategic guidance, help securing AI grants, or a custom-built AI system. If you have a specific project in mind and budget for consulting, Neural AI is excellent.
9HDigital — Best for large digital transformation projects combining AI, web, and brand
9HDigital is Malta's largest creative, tech, and AI agency. The company was formed in 2022 from the merger of ANCHOVY Studios and NIU — what local press called "Malta's largest digital alliance." It's publicly traded via parent company 9H Capital P.L.C., with 50+ staff led by CEO Benji Borg, and offices in Malta and Riyadh.
Their flagship AI product is H6 (h6.ai) — an accounts payable automation platform that processes 20,000+ invoices per month for hotel and finance teams. H6 claims 70–90% straight-through processing and 99% document extraction accuracy. It's a serious product for hospitality and finance businesses with high invoice volumes.
Beyond H6, 9HDigital offers custom AI agents, workflow automation, web development (they rebuilt the MFSA website), and full brand building. Their client list reads like a Fortune 500 roster: HSBC, Visa, Bolt, Lufthansa, P&G, Kellogg's, plus major Maltese names like Malta International Airport and APS Bank.
The trade-off is scale and cost. 9HDigital's project budget brackets start at €5,000 and go well past €50,000. They're an agency, which means you get a team for a defined project — but when the project ends, the engagement typically does too. For an SME that wants continuous AI handling their day-to-day operations, that's a different model than what 9HDigital sells.
Pros
- Largest digital/AI team in Malta (50+ staff)
- Strong product: H6 for AP automation (20K+ invoices/mo)
- Enterprise-grade client portfolio (HSBC, Visa, Bolt)
- Full-service: AI + web + brand under one roof
- Publicly traded parent — financial transparency
Cons
- Project-based pricing (€5K–€50K+) — not subscription
- No public pricing for H6 or services
- Agency model: engagement ends with the project
- Heritage in branding/marketing, not AI-first
- Overkill for SMEs with simpler operational needs
Best for: Mid-to-large businesses undertaking a defined digital transformation project — especially in hospitality (H6), or where you need AI, web development, and brand work delivered together by a large team.
AIS Group — Best for IT infrastructure and smart building systems
Let's be straightforward: AIS is not primarily an AI company. Founded in 1991 as Advanced Industrial Systems (not "Advanced IT Solutions," as some lists claim), AIS is a 35-year-old engineering and technology group with 60+ staff across three divisions: building automation (AIS Technology), business software (AIS Software), and environmental monitoring (AIS Environment).
What AIS does well is physical infrastructure. They install smart building systems — energy management, CCTV, access control, time-and-attendance hardware — for clients like Malta International Airport, Saint James Hospital, the 1926 Hotel, and ECabs. Their software division sells Spektrum, a cloud-based HR and workforce management SaaS built on Microsoft Azure.
The "AI" label appears on their projects page in passing — "integrating emerging technologies such as cloud-based energy analytics, remote monitoring, and AI-powered automation" — but there are no dedicated AI products, no machine learning platforms, no chatbots, no NLP tools on their website. If you need smart building systems or enterprise HR software, AIS is excellent. If you're looking for an AI partner, they're not the right fit.
Pros
- 35 years of track record in Malta
- Deep expertise in building automation and IoT
- Spektrum HR software used by major Maltese employers
- Strong infrastructure and support capabilities
Cons
- Not an AI company — no AI products or platforms
- No chatbots, NLP, computer vision, or ML offerings
- Sales-led model with no public pricing
- Conventional IT, not AI-first
Best for: Businesses that need smart building systems, IoT infrastructure, or enterprise HR software. Not the right choice if you're specifically looking for AI capabilities.
Digital Brain — Best for ambitious, research-heavy custom AI builds
Digital Brain is Malta's most research-focused AI company. Founded by Professor Alexiei Dingli — AI professor at the University of Malta and former Mayor of Valletta — the company shot to national prominence in January 2024 when Dingli secured €1.3 million in investment from entrepreneur Mark Bajada on Shark Tank Malta.
The company operates across three pillars: Consultancy (AI strategy and roadmapping), Academy (training teams to trust and use AI), and Development (building custom AI systems). Their case studies are genuinely impressive — not invoice automation or chatbots, but things like Nurse LUCIE, an AI-powered patient monitoring platform that uses Vision AI, wearable vitals tracking, and a unified clinical dashboard to reduce one-to-one patient watch by up to 80%.
They also built ParkEase, a real-time parking marketplace that connects drivers with available spaces through private car park operator integrations. This is deep, custom, research-grade AI work — the kind of project that requires a team comfortable pushing the boundaries of what's possible.
The trade-off is that this level of work is neither cheap nor fast. Digital Brain doesn't publish pricing, and their model is built around multi-month custom engagements with research-heavy requirements. If you're an SME that wants to automate document processing and customer follow-ups next week, Digital Brain is the wrong call. But if you're a healthcare provider or a smart-city project with an ambitious AI concept and the budget to match, they're the most credible research team in Malta.
Pros
- Founded by a UoM AI professor — deepest research credentials in Malta
- Genuinely novel AI systems (Nurse LUCIE, ParkEase)
- Strong in healthcare AI and computer vision
- Shark Tank Malta €1.3M investment — validated and funded
- Training/Academy pillar addresses AI adoption holistically
Cons
- Custom builds only — no productised offering
- No published pricing — expensive by nature
- Long timelines (multi-month research projects)
- Not designed for typical SME operational needs
- Small team — limited capacity for many projects
Best for: Healthcare providers, smart-city initiatives, and research-driven organisations that need genuinely novel AI systems built from scratch — and have the budget and timeline to support it.
Which Malta AI company is right for you?
Here's the honest decision framework, based on what you actually need:
You want ongoing operational AI at a fixed monthly cost. Opteia. The ABI platform handles document processing, customer response, scheduling, and reporting for €149–249/mo. No retainer, no dependency on a consultant being available.
You need help getting an AI grant or building a custom system. Neural AI. Their grant expertise (up to €235K available) and PhD-level team make them the strongest choice for funded, project-based AI work.
You're a hotel or large business drowning in invoices. 9HDigital's H6 platform processes 20,000+ invoices/month with 70–90% straight-through automation. Worth the call if accounts payable is your bottleneck.
You need smart building systems or HR software. AIS. Just know you're getting IT infrastructure expertise, not AI. If AI is your priority, look elsewhere.
You have an ambitious, research-grade AI concept. Digital Brain. Professor Dingli's team builds novel systems (healthcare monitoring, smart-city tech) that no one else in Malta can. Expect custom pricing and multi-month timelines.
For the majority of Maltese SMEs — law firms, accountants, construction companies, retailers, tourism operators — the question isn't "which AI research lab should I hire?" It's "how do I get AI handling my operations without it becoming another project I have to manage?" That's where Opteia's model wins: you pay a fixed monthly fee, the agent runs continuously, and you don't need a consultant on retainer to keep it working.
